City of Ekurhuleni
OFFICIAL HOST CITY
On 6 December 2000 Ekurhuleni Metropolitan Municipality (EMM) was established as a category A Municipality with a Mayoral Executive System combined with a Ward Participatory System. Such an establishment places a duty and responsibility on the Municipality to focus on the needs of communities in all its proceedings and conduct, and to make administrative arrangements to enable ward committees to perform their functions to develop a culture of community participation in conducting its affairs.
The Ekurhuleni Metropolitan Council comprises of 175 Councilors, led by the Executive Mayor, Speaker and 10 members of the Mayoral Committee, responsible for political guidance, instruction and authority.
The Mission of EMM states “Ekurhuleni provides sustainable and people centered developmental services, as guided by the principles of Batho Pele and through the commitment of a motivated and dedicated team”. These principles are:

• Access;
• Courtesy;
• Information;
• Openness and transparency.
